What we do

Territory Revenue Office (TRO) is a Division of the Department of Treasury and Finance. Our role is to administer and provide advice on the Territory’s main own-source revenues and certain grant and subsidy schemes.

Mick Butler was appointed Assistant Under Treasurer (Revenue) in May 2017 and is also the Commissioner of Territory Revenue and Mineral Royalty Secretary. Mick joined DTF in November 1999, undertaking the FOIT graduate program in January 2000 and is responsible for the administration and enforcement of the Territory’s own-source revenue and grants legislation, ensuring the strategic alignment and effectiveness of revenue programs, and providing high level policy, strategic and technical advice. Mick has a Bachelor of Laws and Bachelor of Business from Northern Territory University (now Charles Darwin University), a Master of Taxation from the University of New South Wales and is a Chartered Tax Advisor of The Tax Institute.

There are approximately 40 employees working in the three areas of TRO:

Revenue Collections

This area collects the revenue derived from the various stamp duties, payroll tax and mineral and petroleum royalties as set out in the Territory’s tax and royalty laws; provides advice on how these laws apply; and administers home assistance schemes,  including the First Home Owner Grant.

Royalty and Assurance

Royalties and Assurance (RA) is responsible for developing and implementing the TRO’s active compliance program through a process of data matching, risk assessment, audit and client education. The unit also monitors and investigates the activities of mining companies to assist in compliance with the Government's mineral and petroleum royalty legislative requirements and policies and develops and issues mineral royalty guidelines to support compliance.

Legislation, Advisory and Review

Legislation, Advisory and Review (LAR) is responsible for ensuring the Territory’s taxation, royalty and home assistance schemes are fair, efficient, simple to administer and keep pace with changing commercial practices. The unit analyses other Australian tax systems, consults with industry and professional bodies, delivers client education and provides advice to other units in TRO on complex revenue matters. The unit develops revenue policy initiatives and advises the Government on commercial and legislative issues that affect the Territory’s revenue regime. It also analyses and forecasts revenue receipts and reviews objections to tax and royalty decisions and assessments.
